About Longford Westmeath Community Transport CLG
Longford Westmeath Community Transport CLG is a not for profit organisation managed by a voluntary board of directors and acts as gents for the National Transport Authority with responsibility for managing Local Link (Rural Transport) services in Longford Westmeath Roscommon.
South Westmeath Rural Transport Association was formed in July 2002 as part of the Rural Transport Initiative, services commenced in February 2003 with 9 routes. In 2007 services were extended to cover the whole county and in 2015 Westmeath amalgamated with Longford and changed its name to Longford Westmeath Community Transport CLG. In 2019 the geographical area was extended to include Longford Westmeath and Roscommon following a procurement process for the management of Local Link services by the National Transport Authority.
Key Responsibilities
The Development Compliance Officer will work closely with the Manager to execute the directives of the Voluntary Management Board of the company. They will report directly to the Manager. They will also act as a support to the wider integration of passenger transport services within the geographical area of the company.
Duties and Responsibilities
- Manage and improve the operational systems, processes, policies, procedures and compliance of the company in line with its goals
Assist in the on-going identification and review of local transport needs within the TCU area. - Make recommendations on routes i.e. new routes, changes to routes and or the suspension of existing routes
- Act as facilitator in the wider integration of transport services within the TCUs’ geographical area while promoting the integration of services across all agencies
Assist in working with local authorities in the TCU operational area in development of plans and reports - Liaise with potential clients (health and education sectors and other relevant bodies) outlining possible passenger transport options and making recommendations when required
- Market passenger services to encourage greater passenger use of particular routes and methods of transport in line with policy set by NTA
- Analyse and evaluate data and information gathered from services
- Contribute to local area service mapping
- Develop and manage training for Staff and Contractors
Be willing to undertake any other tasks as assigned by the manager
Skills and personal qualities required
- A working knowledge of the needs of the transport sector and of the regulations contained within
- Strong organisational skills and knowledge of reading and interpreting maps and scheduling
effective routing and journey planning on a computerised system - Ability to utilise standardised IT packages along with programme related systems
- Excellent analytical and problem-solving skills and record management
- A high level of both spoken and written communication skills
- The ability to work well under pressure and to tight deadlines
- To be self-motivated and able to work on their own initiative
- Ability to establish and maintain effective working relationships with co-workers and the
public
Full Driving Licence with access to a vehicle
Desirable skills and qualities
- Certificate of Professional Competence in Road Passenger Transport Operations Management
- Relevant experience in the passenger transport sector
- Experience of working in the community/voluntary sector
- Experience of project development
- Knowledge of the Irish Language
Additional Considerations for the Role
Funding: It must be understood that if funding for this position is discontinued the post holder’s contract may be terminated.
Annual Leave: Annual Leave entitlement will be 25 days per annum plus public holidays. The needs of the position must be considered when applying to take annual leave
Hours of Work: The normal hours of work are 09:00 to 17:00 with 1 hour for lunch. These hours will vary depending on position requirements, flexibility is required in regard to start, finish and break times, while overall the employment will be on the basis of a 35-hour working week
Salary: Incremental Pay Scale starting at €27,567 with 6% contribution to Pension
Base: The employment base for this role will be initially in Mullingar with a possible move to another location within the operational area of the company
Travel: This position will involve some travel within Ireland and occasional meetings. Travel and expenses will be paid in accordance with appropriate civil service rates
